Trebilcock-Horan

Thomas is an experienced litigator who represents clients before both state and federal courts at trial and appellate level.  His practice areas include civil and commercial litigation, torts defense and federal criminal defense.

He has appeared as counsel in hundreds of cases, of which approximately 65% have been litigated before federal court.  Cases have included: torts (general tort defense and complex class action cases), commercial litigation (including contract disputes, collections and distribution law Act 75 cases), constitutional issues (regulatory taking, equal protection, commerce clause and First Amendment), employment discrimination (Title VII, A.D.E.A. and sexual harassment), false claims act, Civil Rights (§1983), civil R.I.C.O., civil forfeiture and federal white collar criminal defense.

Before co-founding Trebilcock & Rovira, he served a two-year term as a law clerk in the U.S. District Court for the District of Puerto Rico, in the chambers of Honorable Gustavo A. Gelpi.  Upon completing that term, he worked for two major law firms in San Juan and subsequently spent 5½ years working between the trial and appellate divisions of the Federal Public Defender’s Office for the District of Puerto Rico.
